Rafael Sosa Arvelo, Esq., is the founder of SA Cyber and Chat.co. A technology entrepreneur since 2003, he built early web products including Blendapps, one of the first applications on Google App Engine, before directing the Cybercrimes Investigations Unit at the Puerto Rico Department of Justice and serving as a cyber strategy consultant to the U.S. Government and Fortune 500 companies.

Rafael Sosa Arvelo, Esq., is the founder of SA Cyber and Chat.co, working at the intersection of law, cybersecurity, and artificial intelligence.
He started as a technology entrepreneur. In 2003 he founded Isla Digital, which he led for a decade, taking products from idea to launch with development teams in India, Russia, England, and Argentina. His projects included Blendapps, built in partnership with AOL to bring its Userplane audio and video chat to online communities. One of the first applications on Google App Engine, it drew more than 7 million visits from 216 countries. He is the named inventor on U.S. Patent No. 8,214,272, for systems that automatically calculate the value of a website, which has been cited by Google, IBM, and Microsoft.
As Director of the Cybercrimes Investigations Unit at the Puerto Rico Department of Justice, he established its digital forensics laboratory and authored Puerto Rico’s first digital evidence guide for prosecutors. He later served as a cyber strategy consultant to the U.S. Government and Fortune 500 companies, and his experience includes oversight of critical energy infrastructure.
He has trained thousands of judges, prosecutors, and law enforcement officers, including international teaching engagements for the U.S. Department of State and the Department of Justice’s OPDAT program.
He holds a Master’s in Finance (ALM) from Harvard University, a J.D. from the University of Puerto Rico School of Law, and a B.B.A. from the University of Massachusetts Amherst, and is admitted to the bars of the District of Columbia and the Commonwealth of Puerto Rico.
